About The Russian Union of Rectors

The Russian Union of Rectors (the RUR) is a national Russian public organization uniting over 700 rectors (principals) and presidents of higher educational institutions of the Russian Federation. The Russian Union of Rectors was established in 1992 on the initiative of rectors (principals) of higher educational institutions of the Russian Federation by Order No. 723-á?àÏ of the President of the Russian Federation dated November 25, 1992.

The first President of the Russian Union of Rectors (1992-1994) was Vladimir Vinogradov, Rector (1962-1993) of the Gubkin Russian State University of Oil and Gas, Doctor of Engineering, Professor, Hero of Socialist Labour.

The main objective of the Union is to consolidate the efforts and coordinate the interaction of rectors of higher educational institutions of the Russian Federation in the following areas:

  • Development of the system of higher and postgraduate education of the Russian Federation, transformation of this sphere of public activity to a real productive force for formation of a stable, innovation-oriented social welfare state, and formation of economics based on knowledge;
  • Preservation and development of traditions and the basic principles of the national education system, its quality, affordability, and academic freedom;
  • Development and strengthening of ties with national, foreign and international educational, scientific and cultural organizations and institutions for spreading the fundamental knowledge, sharing achievements and advanced technologies, cultural values, formation of the global research and education humanitarian space as one of the most important conditions for the rapprochement of peoples and mutual enrichment of national cultures;
  • Improvement of the level of social protection for students and education workers; strengthening the social and legal status of the rectors community, enhancing its authority;
  • Development of the system of social partnership of higher educational institutions, other educational organizations, state agencies, research organizations, the business community, professional organizations and other institutions of the research and education community;
  • Contribution to the practical implementation of educational, research, innovation, cultural and other national programs and priority projects;
  • Contribution to the practical implementation of programs for integration of education with the science and innovation-oriented production activities, development of fundamental and applied researches in higher education institutions;
  • Improvement of the legal framework regulating the relations in the sphere of education and science.

The governing bodies of the Russian Union of Rectors are the Congress, the Council, the Board, the Presidium, and the President.

The RUR Congress is the supreme governing body of the Russian Union of Rectors. The Congress elects the Board, the President, and the Revision Commission. The Congress is convened by the Board, the President, as a rule, once in two years. The Congress is empowered to adopt resolutions if more than half of the RUR members are present at the meeting. The Congress resolutions are adopted by a simple majority vote of the RUR members present at the meeting.

The RUR Council is elected for general management of the RUR activities in the period between the RUR Congresses. The Board is elected for a term of five years. The Council consists of the President, the Presidium, the Board and the chairmen of the university councils of the federal subjects of Russia. The Council is convened by the President as and when necessary, but at least twice a year. The Council is empowered to adopt resolutions if more than half of the Council members are present at the meeting. The Council resolutions are adopted by a simple majority vote of the Council members present at the meeting.

The RUR President is elected by the RUR Congress from the RUR members for a term of five years. The President manages the operative work of the RUR and is responsible for implementation of the Union's goals and objectives.

The President of the Russian Union of Rectors (1994-present) is Viktor Sadovnichiy, Rector of the Lomonosov Moscow State University, Doctor of Physics and Mathematics, Professor, full member of the Russian Academy of Sciences.

The RUR Presidium is formed for the purpose of coordination and cooperation of the RUR Council and the councils of rectors of federal districts universities. The Presidium consists of 13 members of the Russian Union of Rectors. The Presidium includes the President and Vice-Presidents approved by the Council upon the President's presentation. The Presidium is convened by the President as and when necessary, but at least twice a year. The Presidium is empowered to adopt resolutions if more than half of the members are present at the meeting. The Presidium resolutions are adopted by a simple majority vote of the Presidium members present at the meeting.

The RUR Board is elected by the RUR Council from the RUR Council members for a term of five years. The Board consists of 35 members of the Russian Union of Rectors. The Board includes the President, Vice-Presidents and rectors of federal district universities and heads of the major associations of higher educational institutions of the Russian Federation.

The Board is convened by the President as and when necessary, but at least twice a year. The Board is empowered to adopt resolutions if more than half of the Board members are present at the meeting. The Board resolutions are adopted by a simple majority vote of the Board members present at the meeting. For the current organizational and executive activities the President of the RUR forms the RUR apparatus. The apparatus is headed by the Head of the Apparatus, who is appointed by the President upon the consent of the Board. The Head of the Apparatus of the Russian Union of Rectors is Vyacheslav Vyachaslavovich Goryachko.

To achieve the goals of its activities, the Russian Union of Rectors has the right to create structural subdivisions (councils of rectors of the federal districts, councils of rectors of the federal subjects of Russia, which represent the interests of the Russian Union of Rectors in the respective territories of federal districts of the Russian Federation).

The Russian Union of Rectors has created 72 councils of rectors of the federal subjects of Russia and 8 councils of rectors of federal districts of Russia:

  • The Council of Rectors of the Central Federal District,
  • The Council of Rectors of the South of Russia,
  • The Council of Rectors of the Northwestern Federal District,
  • The Council of Rectors of the Far Eastern Federal District,
  • The Council of Rectors of the Siberian Federal District,
  • The Council of Rectors of the Ural Federal District,
  • The Council of Rectors of the Volga Federal District,
  • The Council of Rectors of the North Caucasian Federal District.
