IAU Commission 31 (Time) Circular 5, 27 September 2002 Dear colleagues, Please find attached a draft version of the report of our Commission for "Reports on Astronomy, Vol XXVA". The report is limited to 4 pages. If there is no remark, this is the version I shall submit (after some proofreading) to the IAU secretariat on October 1, as required. I thank those who contributed some material to this report. Nicole Capitaine, Division I president, is asking for suggested topics to be discussed during the half-day scientific meeting of Division I which will be held during the next IAU General Assembly (possibly on Monday 21 July 2003). Your suggestions are welcome. I remind you that October 15, 2002 is a deadline to propose new IAU members through Division President. Please contact me if you wish to propose candidates.
