PERL script for generating fringe-check schedules

Hi All,

I've placed a PERL script in ~vlbi/bin at Marsfield that can be used to
generate the schedules for fringe-check experiments that are run prior to
frequency/polarisation setup changes. It replicates the freq/pol setup of
the observation of interest and chooses an appropriate fringe-finder
source depending on the UT start time of the fringe-check experiment. A
keyin format file is output that can be run through SCHED to create a VEX
file.

I'll test it through the week. Hopefully it will reduce the work on those
creating schedules.
