March LBA schedule: first draft

Hi everyone,

Attached is a first draft of the March LBA schedule. Note that the
graphical version doesn't show V185b, the 12h out-of-session
observation later in the month.

Note that I haven't included any test time yet other than the usual
5h setup time at the start. I propose we arrange test time in
Melbourne in person next week to save on a few iterations. You will
also note that there are no disk-based experiments scheduled. This is
because there is only one approved disk-based proposal at present
which requires Tid and there is no suitable Tid time for this
experiment in March. If the schedule is finalised after the TAC
meeting (Feb 1-3) then it may be possible to include one or two new
disk-based experiments in the gaps.
