\section{Australia Telescope National Facility \\ VLBI Observing with the LBA}

\normalsize
In order to make vlbi observations, you must submit an observing
proposal to the Time Assignment Committee of the ATNF. Please read the
guidelines laid out on these pages before submitting your
proposal. This guide will help you in filling in the proposal and
offers information and links to information about the conditions for
vlbi observing, available telescopes and their specifications and
support available. It is also strongly recommended that the VLBI
scheduler be contacted prior to application. \par

Proposed observations, if approved, should normally be
scheduled within 1 year of approval. If observations cannot be
scheduled within 1 year, the proposal will lapse and the proposer will
be notified. Lapsed proposals may be resubmitted.\par

The primary constraint in scheduling VLBI observations is the
availability of requested non-AT network telescopes, especially
Tidbinbilla and Perth.\par

Proposal forms for all telescopes operated by the ATNF are found at\newline
{\bf http://www.atnf.csiro.au/observers/apply/form.html"}\\

The LBA forms themselves can be obtained as either: \newline
A postscript file from\newline
{\bf ftp://ftp.atnf.csiro.au/pub/atnfdocs/proposals/lba\_applic.ps}\newline
or\newline
A LaTeX file from\newline
{\bf ftp://ftp.atnf.csiro.au/pub/atnfdocs/proposals/lba\_applic.tex}\par

Proposals should be sent to: \par

The Director \newline
Australia Telescope National Facility\newline
PO Box 76, Epping, NSW 2121 \newline
AUSTRALIA \par

or electronically in Postscript format to:\par

{\bf proposals@atnf.csiro.au}\newline
details on electronic submission guielines are found at:\newline
{\bf www.atnf.csiro.au/observers/apply/electronic.html}\par

\subsection{Conditions for all potential users}

\normalsize
\begin{enumerate}
\item
The VLBI network will operate under guideline similar to the ATCA
and Parkes. There will be no absentee observing and proposers are
expected to participate in the observing. Personnel requirements can be
quite large i.e. at least 1 person per antenna for each observing shift.
To simplify observing arrangements, proposers will be required to observe
at one antenna only but for n x observing shifts, where
n is the number of telescopes requested in the network.
The VLBI scheduler will coordinate the arrangements for observing.

\item
Use of antennas which are not part of the National Facility require
the cooperation of the home institution and such permission is the
responsibility of the proposer.
Detailed information and contact persons may be obtained from
the VLBI scheduler, who will assist with overall coordination.

\item
S2 S-VHS tapes used for recording are in limited supply and
proposers may be required to provide additional tapes.

\item
MkIII/IV recording systems are available at some antennas (Table 1).
The Network can schedule these, but the provision of such tapes and
correlating is the proposer's responsibility. The VLBI scheduler can
provide information and guidance.
\end{enumerate}

\subsection{The Network of Available Telescopes}

The telescopes included in the network and that may be available for
VLBI observations, along with information on positions, baslines
available and specifications are found under:\newline
{\bf www.atnf.csiro.au/vlbi/documentation/}\par

Detailed information about Parkes, Mopra and the Compact Array of the
ATNF are included with the proposal forms available separately for
these instruments.\par

Please note that inclusion in the available tables{\it does not} imply
any guarantees of telescope availability. Availability may depend upon
availability of the Antenna itself, maintenance and scheduling
restraints. \par

ATNF operated telescopes and U.Tas operated telescopes are included in
the proposal form. Time on a Tidbinbilla antenna is also available
under NASA-CSIRO arrangements. Only one of the 3 telescopes at
Tidbinbilla may be requested and time available on the 70m telescope
is very limited.\par

While the ATNF {\bf cannot} allocate time on non-AT telescopes, the VLBI
scheduler will facilitate the necessary arrangements.\par

\subsection{The VLBI scheduler}

ATNF provides a VLBI scheduler (currently Dr. John Reynolds:
jreynold@atnf.csiro.au) with a coordinating role for the entire VLBI
array. The scheduler will:

\begin{itemize}
\item
Act as the contact person for the users and potential users regarding
the capabilities and availability of time and antennas for each proposal
term and facilitate appropriate arrangements and collaborations where
necessary.

\item
Coordinate the provision of observing manpower for the network

\item
Oversee the equipment and tape availability before each session

\item
Schedule the accepted proposals after the review by the Program
Committee in consultation with non-ATNF telescope groups

\item
Schedule correlator time at the ATNF S2 correlator as required.
\end{itemize}

\subsection{Correlation}

While the VLBI scheduler will assist with organisation of correlating but the
primary responsibility remains with the proposing group.\par

A 7-station S2 correlator is now operational at ATNF.
The S2 correlator is extremely versatile and can support both
continuum and spectral-line modes (> 1k channels!). Details are
available on request to the VLBI scheduler but will be added here soon.\par

The correlator is normally available for production correlating at all times.
However, engineering tests and development may take priority during the
normal day-shift. Proposers are responsible for the operation of the
correlator and no absentee correlating is available at present.\par

Correlator support is available from:\newline
{\bf Tracy Getts}: tgetts@atnf.csiro.au\newline
{\bf John Reynolds}: jreynold@atf.csiro.au\newline
{\bf Warwick Wilson}: wwilson@atnf.csiro.au\par

\subsection{AT Compact Array observations}

At the end of 1995, a ``phased-array'' facility became available for
VLBI recording. This allows a phased combination of up to all 6 CA
antennas, which greatly increases the telescope sensitivity. Contact
the VLBI scheduler for details.\par

Note that it is not always possible to operate the ATCA in standard
imaging mode simultaneously with VLBI observations. Proposers interested
in such combined observations should consult the VLBI scheduler on the
feasibility and include appropriate additional scientific justification.\par

\subsection{Asia Pacific Telescope -- APT}

The VLBI network in Australia is also a key component of the Asia Pacific
Telescope (APT), which includes most radio telescopes in the Asia
Pacific region, primarily in Japan and China. Information on the APT,
including telescope and receiver details are available on the web,
at:\newline
{\bf http://www.atnf.csiro.au/apt/}\newline
or via anonymous ftp at:\newline
{\bf ftp://ftp.atnf.csiro.au/pub/apt/}\newline
or via email at the address:\newline
{\bf apt@atnf.csiro.au}\par

There are no scheduled APT observing sessions at present but proposals
for APT observations will be accepted by any of the regional networks
comprising the APT (e.g. ATNF, JNET, China), as part of each network's
normal proposing cycle. The ATNF LBA proposal forms have been ammended
to allow application for APT time. Additional scientific justification
is essential.\par
