Request for Proposals
(January 18, 2012) The Space Telescope Science Institute is soliciting proposals to create preliminary gravitational lensing magnification maps of the new Hubble Space Telescope (HST) Frontier Fields for use by the community. Proposals received by 5:00 PM EST, February 15, 2013 will receive full consideration. Background: Using Director's Discretionary (DD) observing time, HST will undertake a revolutionary three-
year deep-
field observing program to peer deeper into the Universe than ever before. These Frontier Fields will combine the power of HST with the natural gravitational telescopes of high-
magnification clusters of galaxies to produce the deepest observations of clusters and background lensed galaxies ever obtained. Key science goals of this observing program include: · Revealing z = 5­10 galaxy populations that are 10­50 times intrinsically fainter than any presently known. · Solidifying understanding of stellar masses and star-
formation histories of faint galaxies at the earliest times. · Providing the first statistically meaningful morphological characterization of star-
forming galaxies at z > 5. · Finding z > 8 galaxies magnified sufficiently for spectroscopic follow-
up and internal structure studies. HST observations for the first four clusters will be obtained in Cycles 21 and 22, with two additional clusters to follow in Cycle 23 pending review of results of the initial observations. The resulting images will reach 5 depths of ~28.7­29th AB magnitude for point sources in the Advanced Camera for Surveys F435W, F606W, and F814W filters, and the Wide Field Camera 3 infrared F105W, F125W, F140W, and F160W filters. Approximately 140 orbits of Hubble observing time will be devoted to each cluster. fields/ Descriptions of the HST cameras can be found at the following website: http://www.stsci.edu/hst/HST_overview/instruments/ STScI recognizes the challenges involved in analyzing the data obtained for these clusters, and is therefore soliciting proposals to create lensing magnification maps from expert


groups in the community. STScI anticipates funding up to five independent teams to provide magnification maps and accompanying information to the community prior to starting the Frontier Fields observations in Cycle 21, which begins October 1, 2013. Scope of Work: This Request for Proposals seeks proposals to provide specific products that will support scientific exploitation of the Frontiers Fields cluster data. These products are described below under "Deliverables". The period of performance is set such that those data products will be made available to the community by the start of Cycle 21. Data taken for the Frontiers Fields will have no proprietary period and will be immediately available to the community. Community members who intend to conduct scientific analysis of those data, whether of the clusters fields or of the parallel blank fields, should consider submitting Cycle 21 Archival Research or Theory proposals to support their research. There are no restrictions on the science case for Cycle 21 proposals, and responding to this Request for Proposals does not preclude proposers from responding to the HST Cycle 21 Call for Proposals. STScI will be producing high-
level data products for the Frontier Fields, but will not be supporting any in-
house scientific analysis of those data products for the community. Deliverables: Required deliverables for any funded proposals will include gravitational lensing magnification maps and accompanying information for the six HST Frontier Fields clusters listed in the table below. The magnification maps must cover the 202"x202" field of view of the HST Advanced Camera for Surveys, and must be provided to STScI in a standard FITS format. Required accompanying information includes a list of all galaxy redshifts (spectroscopic or photometric) used in the creation of the magnification maps, descriptions of the observational data used to produce the maps, estimates of the magnification errors, and appropriate citations to other published (or unpublished) work used in the creation of the maps. All deliverables are due at STScI within the period of performance. All deliverables will be made publicly available by STScI on the HST Frontier Fields website or through the Mikulski Archive for Space Telescopes. Period of Performance: The period of performance is anticipated to be April 1, 2013 to August 31, 2013. Applicant Requirements: Qualified applicants must have a PhD in astronomy or related field, and a demonstrated track record of producing magnification maps for strongly lensed clusters of galaxies. Proposal Requirements: Applicants should provide the following information in response to this request for proposals: -
A statement of work, including a detailed description of the work to be performed and a schedule for that work during the period of performance. -
A brief resume or CV for all investigators involved in the statement of work. -
A budget for the work (see below). -
A list of publications in the past five years related to the analysis, interpretation, or scientific characterization of galaxies magnified by strongly lensed clusters of galaxies at ultraviolet, optical, or near-
infrared wavelengths. There is no proposal page limit. Proposals should not include requests for HST observing time. There is no HST observing time associated with this Request for Proposals. Budgets: U.S. proposers may submit a budget request to support this effort for an amount not to exceed $50,000 per submission. Budget submissions at this stage should include brief descriptions and justifications of costs associated with the planned work effort. Only one budget per submission is allowed; any costs requested for subcontracts are the responsibility of the primary institution submitting the proposal and must be included in the primary institution's budget request. Additional budget information may be required by STScI at a later date for successful proposers. Funding: Proposals requesting funding will be accepted from universities, nonprofit research institutions, private for-
profit organizations, and Federal employees. Only U.S. applicants are eligible to request funding. STScI will fund any selected proposals via firm fixed price contracts.
