WFC3 Recovery to Operate in preparation for SMS intercept completed
successfully at 171/04:49 GMT.



The first attempt to recover to Operate per OR 18540-1 began at
170/21:15 GMT but was unsuccessful. At 170/23:49z GMT, during the
transition from Boot to CS Operate, WFC3 safed on a temperature limit
violation. It was determined that ordering of steps in the recovery
was incorrect, and more conservative target temperatures were needed
at the waits. OR 18540-1 was closed with a status of Execution
Failed. HSTAR 11890 was written to document the safing. A new Ops
Req was submitted to implement a second recovery attempt.



The second commanded recovery of WFC3 was conducted per OR 18545-0.
Commanding commenced at 171/01:06 UTC, putting the instrument in Boot
and enabling detector power relays to facilitate warming. The
transition from Boot to Operate was started at 171/04:38. This time
there were no OOLs or other issues, and all three Operate levels --
CS, Mechanism, Detector -- were achieved.



As expected, the Operate configuration monitor shows four miscompares
due to TECs being off. A few temperatures continue to exceed CCS
ground lower limits, but these should come back in bounds during the
next 24 hours as the instrument warms.
