Dear Preston,

The following is in response to your request for a monthly status

report on SMOV proposal processing and readiness. The first section is

an overview of the SMOV proposal preparation process and the second

half is the first status report for March01. Subsequent monthly

reports will have the process overview only as an addendum for anyone

not familiar with the process. Also, two pertinent web links are

provided.

The monthly status report includes the cumulative numbers for planned

and actuals as an indicator of overall process status.

We have tried our best to keep it simple without sacrificing the
important information. Let me know whether or not this is satifactory.

PROCESS OVERVIEW

PROPOSAL SUBMISSION. The SMOV process to date has produced a set of

functional requirements for SMOV3b and a set of on-orbit activities to

satify those requirements. In the current SMOV planning phase, the

instrument and subsystem teams produce a set of proposals, to be

submitted to the STScI Planning and Scheduling System, that are

designed to carry out those on-orbit activities.

The proposals, which currently number approximately 80, are submitted

to the scheduling system according to a specific schedule over the March
through September timeframe.

PROPOSAL REVIEW. Each proposal undergoes a review by the Proposal

Implementation Team (PIT) in order to optimize it for SMOV scheduling.
These PIT meetings, consisting of STScI scheduling and commanding
representatives along with the proposal author and team members, are
scheduled weekly with a specific set of SMOV proposals as their agenda.
If modifications to the proposal are deemed necessary, the proposal will
appear on a subsequent PIT agenda for further review.

PROPOSAL APPROVAL. Each proposal is expected to be approved by the PIT

after two such reviews. Proposals requiring more than two PIT reviews

are considered, in a sense, "behind schedule." Therefore, in the

monthly status report, the number of proposals that have needed more
than two

PIT meetings is reported and briefly explained.

All proposals are expected to be PIT-approved, and therefore

"flight-ready," by the end of August 2001. Scheduling team efforts

will then focus on test production of early SMOV calendars.
