Delivery Notes:

MS 991447CG was reviewed and approved by the Commanding team.

Due to substantial negative ephemeris shifts between the generation of
these products and when TDRSS requests were sent to NCC two weeks ago,
Mission Scheduler often will not be able to extend a TDRSS service to
the end of the requested time. To minimize these mismatches, these
products were generated with a change to the MS basefile parameter
CB_TIME_TOL. Previously this value was 15 seconds; now changed to
5 seconds. This change will reduce the size of the mismatches, but
will probably not reduce the number of mismatches.

CB_TIME_TOL is the maximum time tolerance (in seconds) for constraint
blockage determination. Mission scheduler steps through the ephemeris
looking for constraints. When a change in state is detected, it then
does a binary search, converging in on the state change to the CB_TIME_TOL
time tolerance value.



There are three TDRS events during this week that use TDRS 171. The times
