READ-OUT STREAKS (bit 1) (Algorithm 1)

Any point-source with either a raw count-rate $>=$70 or flagged as having a mod-8 pattern is considered to have produced a read-out streak.

If the raw-count rate is greater than 220 then the width of the streak is taken to be 19 pixels. otherwise 16 pixels.

Flag any source whose x distance away from the streak-producing source is no greater than the streak width.
