The parameter handling system allows tasks to retrieve parameters which are
specified on the command line. The parameters are defined in a Parameter
Specification File. The current system utilises:
default values
complex expressions for allowable values
parameters that can have child-parameters, depending on its value
implicit setting of controling parameters, if a child is activated on the command line
