This was a very unusual jet stream configuration for October. A very deep fetch (usually called the pineappple express) brought warm tropical air to the entire Pacific Northwest. Oregon was on the south side of this even (rare, its usually in the middle) and hence was the beneficiary of very warm, but humid weather. Washington was in the middle with torrential (tropical) rains inundating most of Western Washington (with associated flooding).
