The article explores the concept of «institutes of democracy within the subjects of the Russian Federation» and the process of their formation. Author declares that the development of institutes of democracy in the regions of the Russian Federation is one of the basic functions of regional public authorities, which is reflected in their constitutions and charters. That function is achieved through the regional legislation regarding the institutes of direct and representative democracy, as well as in practical undertakings of the public authorities regarding their implementation. Specific features of different regions of the Federation influence the arrangements of institutes of democracy in these regions, however, they all develop in a uniform constitutionally-legal field of Russian Federation and their development adheres to the general laws.
