Methodical Aspects of Management Process Evaluation in G2B and G2C Electronic Systems

The author presents the demand rating of public services in the markets of G2B and G2C, the results of surveys of the Institute for Information Freedom Development. The article also highlights the positive and negative externalities in electronic public services and businesses in the CFA regions. The author suggests the basic concept of management in the markets of G2B and G2C – the Performance Management. This concept of a systematic management functions of the two basic processes, and to provide support to ensure effective delivery of IT services in the markets and G2B and G2C services. To evaluate the efficiency of electronic public service, the author suggest using point-based evaluation of the implementation of the first function – providing services for the following indicators – release management, change management, incident management, problem management, configuration management. As an aggregate assessment, the second function is calculated as the arithmetic sum of point-rating indices, processes, services for the following indicators – availability management, management, IT service continuity, capacity management, financial management, the level of IT services. Thus, the use of point-rated basic functions will provide G2B and G2C services and form an equilibrium or a partnership in of public service.
