The article analyses the correlation between the process of forming the effective institutes of local self-governance and regional development based on a hierarchical representation of economic system. The author proposes a matrix model of hierarchical representation of institutes of local self-governance, built on the analysis and classification of institutional forms of local self-governance. The author provides several examples of institutional inefficiencies of local self-governance in the domestic economy. The analysis proves the regional development on the basis of institutionalization of local self-governance is popssible.
