Multifunctional Centers As a Model of Network Partnership of Public and Municipal Services

The article examines the operations of multi-service public service centers in the regions of Russia. The author presents a classification of multi-functional centers of public and municipal services, taking into account international experience, as well as an analysis of the functioning of the IFC in Russian regions.
The main disadvantages of the project pointed out by the author are: partial implementation of the principle of “one window”, the lack of a unified information portal, lack of motivation of the heads of the RF subjects, the complexity of inter-agency cooperation, in particular, the disorganization of electronic interaction with the organizations participating in the documentation process, lack of clarity regarding the choice of organizational and legal form for the MFC, lack of uniform quality standards and regulations of service.
Improving the quality of service of the public authorities includes the creation of the so-called three-channel model of networking (partnership), which may replace the ways of interacting with the public authorities in the nearest future, and the multipurpose center will be one of the key elements of the new communication interaction model.
The author explores the three-level model of the network partnership of public and municipal services.
