The article examines the problems of a region’s competitive capacity. The author analyzes the influence of small business on the region’s competitive capacity and its role in the development of competitive advantages. The author compares regional development in Western Europe in the 1950–70s and in the Russian Federation in the early 2000s. The article also explores the role of small business in the formation of regional economic clusters and the development of competitive capacity of a region through the creation of a regional “ecosystem”.
