The Main Problems of Redistribution Institute in the Soviet Timber Economy of the mid-1960s (based on the examination of timber industry of the Karelian ASSR)

The author uses the methods and approaches of redistribution economy in the analysis of the development of timber industry of the Karelian ASSR in the mid 1960s. The role of the Institute of Redistribution as a major factor of regional economy in the system of relations between the Center and Region was examined using unique archival materials never before analyzed scientifically. Mid 1960s can be considered a “point of no return” for the timber industry of Karelia — the last chance for transformation of the institutions of timber industry in the system of effective interaction was missed. The Center-peripheral nature of the Redistribution is confirmed by the fact that the amount of funds allocated by the Center for development of the main industry of the region was sufficient only for elementary infrastructure maintenance. Specific features of this redistribution were its industrial orientation and disparity in the distribution of funds not only at the central, but also at regional and local levels.
