Analysis of Nizhny Novgorod Estate Market: The Creation and Implementation of Construction Products

The article shows the appropriateness of a new cluster-based approach to housing policy. Such an approach, according to the author, will create a breakthrough in social and economic development regarding effective realization of the free land plots and improvement of quality of life of the population. Systematic approach to the creation of qualitative and quantitative acceleration of processes of housing building determines the methodological suitability of using the cluster-based approach in housing policy, which at the moment doesn’t show significant achievements in ensuring citizens’ access to affordable housing.
