February 2, 2010 Moscow On the scientific expertise of the monograph by Academician A.D.Nekipelov 25

The Presidium of the Russian Academy of Sciences ADOPTS THE FOLLOWING RESOLUTION: 1. The scientific expertise of publications in several printed mass media concerning the book of Academician A.D.Nekipelov `Stanovlenie i funktsionirovanie ekonomicheskikh institutov. Ot `robinzonady' do rynochnoy ekonomiki, osnovannoy na individualnom proizvodstve' (Moskva, Ekonomist, 2006) [`The Making and Operation of Economic Institutes. From the Crusoe Model to Individual Production-Based Market Economy' (Moscow, Economist, 2006)] carried out in the RAS Branch of Social Sciences (Annex) has clearly evidenced that accusations implied in these publications of large-scale borrowings and plagiarism as well as lacking origin al content are totally unfounded. 2. The Presidium of the Russian Academy of Sciences cannot but pay attention to the practice, in publications mentioned, of ignoring the requirements of scientific reviewing, and non-observance of elementary ethical norms. Undermining rules of academic debates formed over centuries is fraught not only with an unsubstantiated injury inflicted to the reputation of respectable scholars and research entities, but also with disintegration in the scientific community proper.
