The Russian Rectors' Union and Times Higher Education

joint communiquИ on the principles of cooperation

10 MARCH 2010, Moscow


On March 10-11, 2010 the Russian Rectors' Union and the Times Higher
Education organized a number of joint events on the global university
ranking system improvement and the Russian higher education institutions
further integration into the global education space.


Acknowledging the Berlin Principles of 2006 as a foundation for
international university rankings, as well as their institutional
elaboration by the Moscow Memorandum of 2009, the Russian Rectors' Union
and the Times Higher Education affirm the following:


1. The parties note the significance of international cooperation
between the academic community, civic and social institutions and
administrative bodies in university ranking, aimed at the global university
assessment system development.


The parties consider such relations to be beneficial for mutual
international understanding and reciprocal cultural enrichment, which
allows expanding international humanitarian principles further, taking into
account educational traditions and national diversity of different
countries.


2. The Russian side highly appreciates the Times Higher Education
efforts and expertise in formation of the efficient university ranking
system, and views these efforts as an important factor in global ranking
development.


The Russian side also notes with content the Times Higher Education
attention to the Russian university community standing on global ranking
development issues, as well as the British party readiness to facilitate
the Russian higher education institutions incorporation into the global
ranking processes.


3. The British side highly appreciates Russian educational traditions
and the potential of Russian universities participation in the global
rankings.


The British side also welcomes the Russian academic community to
collaborate in global ranking policy issues resolution.


4. The parties affirm the need to further improve the global
university rankings system, which includes developing institutions,
assuring transparency, strengthening objectivity and creating means to
adjust methodology and criteria to unique features of diverse educational
models in the international education space.


5. The parties proclaim the commencement of regular cooperation
between the Russian university community and the Times Higher Education, to
raise methodology awareness and provide information on data collection in
the Russian universities, expanding their opportunities to enter into
Higher Education World University Rankings carried out by Thomson Reuters.


Designated principal communication overseer from the Russian side is

Russian Rectors' Union.


Designated principal communication overseer from the British side is

Times Higher Education.


6. The parties reaffirm honesty, openness, objectivity and mutual
respect of the cooperation between the Russian university community and the
Times Higher Education key principles.


7. The parties establish a Work Group to create the future cooperation
framework
