State's Role in Shaping the Conditions of Sustainable Human Capital Development

The article is dedicated to the analysis of under researched aspect of modern theory and practice of state management - the state's role in shaping the conditions of sustainable human capital development. For this purpose hypothesis about concepts of sustainable development of human capital is brought forth. In particular, through study of social stability as a necessary element of the successful economic development and long-run objective of the sustainable human capital development, the author proves the necessity of developing a new approach to state policy in human capital development. The author gives a critical review of social investment, both on federal and regional level in modern Russia.
