The article examines the impact of administrative institutes on policy coordination issues. Policy coordination is a bipartite issue – the government has to guarantee that what needs to be done, will be done, and that it will be done efficiently, without bureaucracy wasting the resources. Policy coordination includes interactions between different levels of government, commercial and civil organizations. Effective and responsible administration requires a more adaptive approach to program management, but administrative potential limits strategic goals and results.
