The article examines the problem of an expanding gap between the need for professionally trained personnel in the science-intensive industry and the existing education system in Russia. The authors substantiate the necessity of inter-sector cooperation and social partnership mechanisms for harmonization of the labor market and ensuring the consistency of business-education interactions, while maintaining the coordinating and integrative functions of regional Civic Chambers.
