The article studies and defines the European integration and the concept of state governance. The author identifies two integration processes that have opposed one another for the recent 20 years: challenging and slow process of coordination within the European Union and the role of sovereign nations in the process. The article further discusses the theory of state governance levels that helps to better understand the changes in the European Union. The author concludes by stating the role of Hungary in chairing the European Union in 2011; by analyzing the current and new challenges and their successful solutions or failures to solve.
