Theory of Parliamentary Process and the Emergence of Public Administration Science

The article analyzes the issues of formation of the theory of parliamentary government. The starting point for the analysis is an ambiguous understanding of the impact of state-management on the parliamentary system. The state-management includes the provision of the legal basis of government, political leadership and the organization of government itself. The author proves that in the time of formation of the theory of parliamentary process many approaches were debated. The author concludes that the researchers of that time have analyzed most of the issues which modern researchers are just starting to examine.
