Developing an Evaluation Method for the Government Support of Small Innovative Business in the Russian Federation

Тhe article argues that the efficiency of state support system for small innovative business is low today. This fact has a negative impact on innovative economy developing in Russia. The author develops an efficiency evaluation method, which allows the estimation of the actual level of management efficiency in the region of Russia and reveals the available regional reserves. The correlation and regression analysis allows defining the most significant factors of productivity of state support system in this sector of economy. The author develops correlation and regression models (for example, model of influence of efficiency of information support on innovative activity of the organizations in the region; model of influence of availability level of innovative infrastructure on small enterprises in the region with 100 thousand inhabitants, etc.). Implementation of this models by small innovative business would allow estimating influence of qualitative factors on the productivity of this system as a whole.
