Ethical Aspects of the Public Service Regulation in the UK and Canada

The article examines both the specifics of the ethical regulation of public service in the United Kingdom and Canada, and the experience of the Committee on Standards in Public Life and several Canadian ethic offices. In these two countries the ethics coordinating bodies are known as classic examples of “counselors”, whose main functions are to consult competent authorities and to draw up guidelines to enhance ethical performance of the public servants. The author analyzes positive results of their actions, as well as disadvantages caused by the quango status and very limited authority.
