Monitoring the Efficiency of Higher Education Institutions as an Instrument of Improvement of the Quality of Higher Education

The article describes the main approaches of Russian researchers to the interpretation of the notion of “quality of higher education”. Most attention is given to two of them: an approach that emphasizes professional self-actualization of the graduates (noting the difficulty of its assessment due to the lack of solid statistics on the employment of graduates); and an approach that determines the quality of education through the effectiveness of the institution. The article analyzes the documents of the Ministry of Education and Science of the Russian Federation regulating the procedures for monitoring the effectiveness of higher education institutions in 2013, and defines substantial imperfections as well as procedural issues associated with its implementation in practice.
