A Conceptual Model for National Strategic Management in a Branch of Economy (on the Example of the Russian Power Industry)

The national strategic management system in Russian power industry is far from perfect and is in the process of its formation after a long period of radical reform in the industry. A number of problems that have accumulated in the power industry remain unsolved, development strategies and plans quickly become outdated and inadequate to the real situation. This article’s goal is to offer a more adaptable conceptual model for national strategic management in a branch of economy (on the example of the electric power industry).

The paper analyzes the process of elaboration of strategic documents in the Russian power industry and considered the degree of compliance of strategic management principles to the existing strategic management system in power industry. The author concludes that the level of flexibility and adaptability of this system is insufficient.

To increase the adaptability of the strategic management system in a branch of economy, the author proposes conceptual model. The central element of the model is the strategy of the industry, regarded as a function of the industry mission, current and predicted environmental parameters, current and predicted industry potential, previous experience of strategizing and the level of environmental uncertainty. The author proposes to change a number of strategy parameters depending on this level to better adapt the strategy to reality. The article also determines 5 elements that make up the concept of uncertainty and identifies areas for their evaluation.
