In-Service Training of Senior Civil Servants: Experience of OECD Member States

The article reviews the experience of OECD member states in educating, re-training and raising qualifications of senior civil servants (senior executives). It focuses on the peculiarities of the “institution” of senior executives in public administration systems and best practices in the organization of their training accumulated in a number of OECD countries in recent decades. Special attention is paid to the issues of increasing incentives for training and adjusting the programmes to the specific needs of senior civil servants. The results of the study can be instrumental in further improvement of in-service training of Russian high-ranking civil servants.
