Practical issues in priority directions of scientific and technological development management in the Russian Federation

The paper explores topical issues associated with public governance of the development of science in the Russian Federation, connected with updating the priority directions of scientific and technological development in Russia. The risk areas requiring the improvement of regulatory acts and governance algorithms were identified based on the analysis of current strategic planning documents in the field of development of science and implementation of federal legislation governing the reform of the Russian Academy of Sciences. Special attention is given to the importance of incentivizing the anticipatory development of social sciences and humanities in the context of global instability. The results of this study may be useful for the development of practical solutions aimed at improving effectiveness of the system governing public R&D sector in the Russian Federation.
