Contemporary science devotes ever-growing attention to the issues of control within the system of public administration. Parliamentary control, state supervision in various scopes of activity, public control over governmental bodies and federal control over executives of constituent units of the Russian Federation have already been subjected to thorough investigation. However, a number of issues regarding the role of control mechanisms within the system of separation of powers remain largely unexplored. Among such issues are the reasons for difficulties in institutionalization of such control in Russia, possible alternatives to the parliamentary control, enhancement of control functions of the federal parliament, etc.
