The current crisis in Russia will take longer than the crisis of 2008–2009. Russia is forced to deal with long-standing issues in labor relations in emergency conditions. In these circumstances, it is necessary to strengthen the role of social partnership in the labor issues at all levels. The main social and economic workload is shifted by the state to municipalities as the level of administration closest to the population. Growing social tension requires the municipality to form a partnership with business and public organizations based on equal dialogue. On the example of the Vologda region, the article examines the challenges and opportunities of social partnership in municipal formations.
