MONITORING THE F GOS IM E PLEMENTING EFFECTIVENESS: OBJECTIVES AND CRITERIA The present article opens a series of publications presenting the results of monitoring the effectiveness of implementing of the federal state educational standards of higher education institutions. This monitoring has been conducted by the Association of Classical Universities of Russia (ACUR), Association of Technical Universities (ATU) and Comprehensive Research Institute of Education MSU in l ate 2011 ­ the begi nning of 2012. The arti cle descr ibes the methodological approaches to evaluating the effectiveness of FGOS implementation on the basis of defined objectives and criteria and indicators, developed for its analysis. Key words: modernization of the vocational education system, the federal state educational standar d, mo ni to r i ng the effectiveness o f the F GOS i mplementati o n, cr i teri a o f the effectiveness of FGOS implementing, indicators of the effectiveness of FGOS implementing, recommendations for improving FGOS implementation.
