xx depends from your segment.

HACKERS doesn't allow to connect to these segments through LAN any more (written in portal.hackers). More accurately, it worked till two or three weeks ago (gateway: server-36.hackers).
My question is that the traffic to *.msu.su and *.msu.ru through paid Internet connection is FREE or NOT?

No, not by DHCP, but my IP was registered.
