INTERNATIONAL EXPERIENCE FOR FORMING FOREIGN POLICY IN RUSSIA

    The Cold war was over. But, as after World Wars I and II, the defeat of the enemy does not mean the end of the international conflict. The US victory over the USSR after four decades of global conflict and competition, the subsequent disintegration and disappearance of the Soviet Union, and the spread of Democracy raised hopes for more peaceful world in the post-Cold War era. Democracies were unlikely to commit aggression against other states, especially other democracies. But Iraq’s seizure and annexation of Kuwait and the subsequent US-led United Nations coalition war against Iraq was one of the early sign that the post-Cold War era might not be as peaceful as expected.
    As the Cold War was ending, euphoria was spread. The Eastern Europe countries threw off the their Soviet imposed regimes, the USSR removed their military forces from Czechoslovakia, Poland, East Germany and Hungary. But the removal of the USSR’s power and control over Eastern Europe unleashed the nationalist and ethnic passions that had plagued the area both prior to World War I and between the two world wars. Czechoslovakia was divided into two different states, Yugoslavia disintegrated into civil war, Moscow itself was not immune, the Central Command Structure weakened, first with M. Gorbachev, while he was trying to reform the Communist system, and then with Eltzin when the criminals began to empower the Country.
    Nowadays we are staying at the fore front for making a radically new state. This could be done because of changing the politics of a new President V. Putin and a new President of the United States G. Bush Jr. The transformation of international relations in Russia, the end of confrontation with capitalist countries, steady elimination of the consequences of the Cold War, have substantially broadened the possibilities for cooperation in the world arena. The greater role is being played by political, diplomatic, economical, information and technological factors. They greatly effect the political arena, and politics conditions in the economic sphere. Russia stands in front of the examples of European Integration so the main priority in the Foreign Policy of Russia in international economic relations is to promote the development of the national economy, which, in conditions of the Globalization process, is unthinkable without broad integration of the country in the system of world economic ties.
    Applying to the International Experience in Foreign Policy of the leading countries such as USA, Great Britain, Germany, I should state that it is based on consistency and predictability as well as on mutually advantageous pragmatism. This Policy is maximally transparent as it takes into consideration the legitimate interests of other states and is aimed at seeking joint decisions. A distinguished feature of such Foreign Policy is that it is a balanced one. It might be predetermined by the geopolitical position of the states as the largest world's powers, requiring an optimal combination of efforts along all vectors. I strongly believe that such an approach predetermines responsibility for maintaining security in the world on global level, and presupposes the development and mutual complementarity of foreign policy activity both bilaterally and multilaterally.
    Today we could observe lots of examples which stand for the benefits of Globalization of political and economical sphere of the countries. Taking in account mutual interests of the countries is the guarantee of effectiveness and reliability of such a world order. The process of Globalization must be based on mechanisms of global resolution of key problems, on the priority of law and broad democratization of international relations. Only a state with Democracy as a political system which rests upon a strong Civil Society could successfully participate in resolution the key problems such as organized crime, terrorism, proliferation weapon of mass destruction, diversion of natural resources.
    I am sure that a successful foreign policy of the Russian Federation must be based on maintaining observance of a reasonable balance between its objectives and possibilities for attaining these objectives. United States, Great Britain, Germany, being leaders on the global arena and which are at the fore front in developing techniques and strategies to prevent, reduce or resolve conflict, whether among countries, nations or groups, give us splendid opportunity to witness their experience, to adapt it and then to use in our country. In my opinion there is no sense to construct a wheel once and once again at least we should look to the West to the positive results of effective Foreign Policy, to the countries which have chosen a Democracy as a way of life.
