    Уважаемые коллеги!

    Перед вами третий выпуск Ежегодника "Профессионалы за сотрудничество", свидетельствующий о том, что Ассоциация как "добровольное самоуправляемое некоммерческое общественное объединение участников обменных программ в области науки, культуры и образования" состоялась, а ее Ежегодник (и в этом значительная заслуга Председателя Совета Ассоциации и главного редактора первых двух выпусков Алексея Барабашева) оказался востребованным.
    Ежегодник активно читают, о чем говорит большое количество присылаемых в редакцию членами Ассоциации материалов. К сожалению, ограниченный объем издания не позволяет напечатать их все.
    Обеспечивая преемственность издания, редколлегия сохранила в настоящем выпуске структуру двух первых. Вы найдете здесь материалы конференции "Гражданское общество: историко-философские корни, реальная практика, перспективы" (г. Пушкин, 30 июня - 2 июля 1998 г.), посвященной становлению гражданского общества в России - проблематике, которая является ключевой в реализации уставных целей Ассоциации. Вы сможете познакомиться с результатами исследований Ваших коллег по тематике обменных программ, а также с наиболее яркими впечатлениями участников этих программ от встреч с Америкой и американцами. Наконец, Вы найдете специальный раздел с официальной информацией о грантах и проектах 2000/2001 годов, поддерживаемых американским правительством, что поможет вам эффективнее спланировать свою творческую деятельность на этот период и добиться лучших результатов в повышении своего профессионального потенциала.
    Но Ежегодник Ассоциации, как и любое издание, сможет выжить только в том случае, если преемственность будет сочетаться с инновациями, отвечающими потребностям развития. За время, прошедшее со дня основания, Ассоциация далеко продвинулась на пути своего становления и заявила о себе как об авторитетном научном сообществе. Она провела шесть научных конференций и несколько других мероприятий - семинаров, презентаций, вечеров встреч и т. д., выпустила 9 книг. Растет число региональных отделений, которые постепенно учатся самостоятельно планировать и проводить конференции. Меняется возрастная структура Ассоциации: только в этом году и только по программе "U.S. Young Leadership Fellows Program", администрируемой IREX, она пополнилась 52 молодыми выпускниками. Активно развивается WEB-сайт Ассоциации, который становится мощным инструментом коммуникации между ее членами. Расширяется плодотворное сотрудничество с другими организациями, проектами и программами. Ассоциация постоянно ищет новые эффективные формы реализации своих уставных целей.
    Накопленный опыт работы был проанализирован на Отчетно-выборной конференции, которая прошла 16 июня 1999 года (информацию о ней Вы найдете на нашем сайте). В интересах более полного использования творческого потенциала членов Ассоциации конференция решила создать Молодежную секцию и Секцию транзитологии. Последняя ознаменовала свое рождение тем, что 1-2 ноября провела в Москве при поддержке Отдела культуры Посольства США международную научную конференцию "Миропорядок после Балканского кризиса: новые реальности меняющегося мира", которая собрала вместе политологов и социологов, экспертов по проблемам Балкан, правозащитников и специалистов по международному праву. Наряду с членами Ассоциации из девяти городов России участие в конференции приняли видные российские ученые и общественные деятели, профессора российских университетов, признанные специалисты по проблемам, вынесенным на обсуждение. С приветствием участникам конференции от Посольства США выступил атташе по вопросам культуры г-н Джон Браун. Конференция, одна из первых в России по данной проблематике, получила высокую оценку участников и способствовала повышению авторитета и престижа Ассоциации.
    Редколлегия будет стремиться к тому, чтобы каждый выпуск Ежегодника адекватно отражал деятельность Ассоциации за прошедший год и ее планы на будущее. Мы хотим в полной мере сделать Ежегодник инструментом реализации основной уставной цели Ассоциации - содействия профессиональному росту ее членов и развития российского и международного научного сообщества, участвующего в становлении гражданского общества и укреплении взаимопонимания между народами России и США.
    В интересах расширения связей членов Ассоциации с коллегами в стране и за рубежом по принципу networking мы будем давать больше сведений о наших авторах, участниках конференций, семинаров и круглых столов, включая их контактные телефоны и адреса, а также постараемся сделать Ежегодник в большей степени двуязычным.
    Предполагается также расширить информацию практического характера: сведения о конференциях, программах, конкурсах, проектах, в которых могут принять участие члены Ассоциации; информацию о деятельности различных фондов, которые поддерживают проекты, отвечающие целям Ассоциации. Мы будем помещать консультации квалифицированных специалистов по фандрейзингу, подготовке заявок на получение грантов для проведения исследований и грамотному составлению бюджета проектов. Появится информация о ресурсах ИНТЕРНЕТа, обращение к которым поможет членам Ассоциации в их профессиональной деятельности (учебных пособиях и программах, переводах, рефератах, текстах труднодоступных источников, научных журналах, материалах конференций, и пр.).

    Однако полностью выполнить свои задачи Редколлегия сможет лишь с вашей помощью, дорогие читатели. Мы ждем от вас сообщений о том, какие авторы и материалы, какие разделы и сведения оказались наиболее интересными и полезными для вас в этом выпуске. Какой информации и материалов ждете вы в следующем, четвертом выпуске?

Dear Colleagues,

    You have before you the third issue of the "Professionals for Cooperation" Yearbook. The 1999 Yearbook reflects the Association's continuing existence
as "a voluntary, self-governing, non-commercial public association of participants in programs in the fields of science, culture and education." The appearance
of this third issue is also proof that there is a demand for the Yearbook among scholars. With regard to the latter, we should mention the significant contribution made by Aleksey Barabashev, Chairman of the Association's Council, as Chief Editor of the first two issues.
    The Yearbook is actively read, as evidenced by the large amount of material being submitted to the editorial office by members of the Association. Unfortunately, due to space limitations, we are unable to print everything
we receive.
    To ensure continuity in the publication, the Editorial Board has retained in the third issue the structure of the first two. The volume includes materials from the conference on "Civil Society: historical and philosophical roots, real-life practice, perspectives" (Pushkin, 30 June - 2 July 1998), which dealt with the establishment of a civil society in Russia. These problems are key to the implementation of the aims of the Association's Charter. The results of your colleagues' research on the subject of exchange programs are to be found in this issue, as are program participants' most striking impressions of their meetings with America and Americans. Finally, there is a special section giving official information about US Government-supported grants and projects for 2000/2001, which will help you more effectively plan your creative activity for this period and achieve the best results in the advancement of your professional potential.
    However, the Association's Yearbook, like any other publication, can survive only if continuity is combined with innovation that responds to the needs of development. Since its founding, the Association has come a long way in establishing itself as an authoritative scientific society. It has conducted six scientific conferences and several other events - seminars, presentations, social gatherings, etc. - and has published nine books. The number of regional branches is growing, and these are gradually learning to plan and conduct conferences independently. The age structure of the Association is changing: this year alone, the "US Young Leadership Fellows Program", administered by IREX, added 52 young graduates to the Association's ranks. Our web-site is growing, becoming a powerful tool for communication between our members. We are expanding our fruitful cooperation with other organizations, projects and programs. The Association is constantly seeking new, effective ways to implement the aims of its Charter.
    The Association's accumulated experience was analyzed on 16 June 1999 at a conference held to hear reports and elect new officials. Details of this meeting can be found on our web-site. In the interests of more thoroughly utilizing the creative potential of Association members, the conference decided to create a Youth section and one dealing with Transitions. The latter marked its creation with an international scientific conference entitled "World Order After the Balkan Crisis: New Realities of a Changing World," which was held in Moscow on 1-2 November. The event was supported by the Cultural Section of the US Embassy, and brought together political scientists and sociologists, experts in Balkan studies, defense counsels and specialists in international law. Association members from nine Russian cities participated in the conference alongside eminent Russian scholars and public figures, Russian university professors, and recognized specialists in the subjects under discussion. The welcoming address was delivered by the US Embassy's Cultural Attache, John Brown. The conference, one of the first on this theme to be held in Russian, was given a high approval rating by participants and furthered the advancement of the Association's authority and prestige.
    The Editorial Board will strive to make each issue of the Yearbook an adequate reflection of the Association's activity over the preceding year and of its plans for the future. We wish to make full use of the Yearbook as an instrument for implementing the fundamental aim of the Association's Charter, which is "to assist the professional growth of its members, and the development of the Russian and international scientific community participating in the creation of a civil society and in the strengthening of mutual understanding between the peoples of Russia and the USA."
    In the interests of expanding the links between members of the Association and colleagues both in this country and abroad, (the networking principle), we shall provide more information about our authors and participants in conference, seminars and round tables, including contact telephone numbers and mailing addresses. We shall also endeavor to make the Yearbook largely bilingual.
    We also propose to expand the range of practical information provided: details of upcoming conferences, programs, competitions, projects in which members of the Association can participate; information about the activity of various funds supporting projects that reflect the aims of the Association. We shall publish advice from qualified fundraising specialists on preparing research rant applications and compiling competent budget projects. We shall include information about Internet resources, which will assist members of the Association in their professional activity (academic assistance and programs, translations, abstracts and papers, texts of difficult to access sources, scholarly journals, conference materials, etc.).
    The first information of this kind can be found in our new section. However, the Editorial Board can properly fulfill its task only with help from you, the Readers. We encourage you to let us know which authors, materials, sections and information prove the most interesting and useful to you in this issue. What would you like to see in the next, fourth issue?
