O.V. Kashirina named the factors of achievement of global competitiveness of Russian institutions of higher education. She pointed out refusal from monopolization of the academic system in favor of development of real competition in the regions and soonest modernization of the methods of the higher school management as main of them. The General Secretary designated the active managerial position of the management team and availability of real motivation of the collective as the basic condition of competitiveness of a modern institution of higher education, having mentioned that competitiveness cannot be inculcated from the top: «It's time to view Russian universities as the real subjects of economic relation from the viewpoint of competitiveness, and not only as a passive appendix of governmental subsidies. Our institutions of higher education can only join the number of leaders of the global education market, which is becoming much more aggressive today than the market of hydrocarbons, at their own wish». In the opinion of O.V. Kashirina, the main obstacle for achievement of real competitiveness of Russian institutions of higher education today is prevailing of administrative measures, including accentuation of the budgetary support of a narrow range of Russian institutions for promotion into global ratings, which does not ensure development of the education system in general and leads to its monopolization: «They try to inculcate competitiveness to the institutions administrative methods and excessive pump priming in institutions, which sho w no specific efficiency to the society universities will appear in Top-100 only in case, when at least for ranks in Top-500. of higher education by respect of the selected or to the economy. Global competitiveness of Russian education is multiplication of competitive regional educational systems. Two principal factors come to the fore ­ mass participation of the institutions of higher education in the processes of competition and focus on formation of the competitive academic environment at the regional and inter-regional level». The General Secretary pointed out that «other principally important questions from the point of view of competitiveness",such as efficiency monitoring and the Supreme Certification Commission of the Russian Federation (SCC) reform, "are also settled by obsolete command-and-control methods»:


«Within monitoring of higher educational institutions the Ministry of Education was able to evaluate mainly conditions of the scientific-educational process, evidently, perceiving the institution of higher education, first of all, as a property complex, and not as a result of the scientific-educational process in dynamics. The increment level of quotation of young scientists in relation to the overall world rates, quality and competitiveness of the graduate, the development programs implementation analysis, which means cooperation with industries and regional economies, ­ all these turned out overboard of top management interests». O.V. Kashirina said about the need of involvement of the business community in the discussion on the SCC reform, since «it will result in the quality of the staff, which will come to the companies to create innovations»: «Today the SCC reform comes to the subject of notorious false theses, whereas it is required to comprehend the new image of the SCC and to develop modern mechanisms of assurance of the quality of the scientific personnel, which will make innovations in the economy ­ via transparent mutually accepted All-Russian standards. Professional communities must be engaged into formation of these standards, just as they develop the professional education standards today». Secretary General of the Russian Rectors' Union pointed out that for the last years the rector community has been progressively making initiative proposals on modernization of the higher school management, which will ensure development of competitiveness of the institutions of higher education via overcoming the gap of education and economy, tasks of development of the institutions of higher education, industries and territories: «The rector community proposed to refuse from the rudiment of the planned economy ­ estimate financing of the institutions of higher education per applicant, which means financing by the educational function exclusively, and to turn to the program-target approach. Development programs of the institutions of higher education show both academic freedom in projecting their horizons, and ties with the customers from the industries and territories, and full control of efficiency which means the institution work result, whenever state financing of the development programs of the institutions of higher education is so high. The question is not only about competitive personnel, but about competitive scientific research and technologies. The institutions of higher education will determine themselves, how many students and in which areas will be taught, and bear due responsibility for the adopted decisions». O.V. Kashirina pointed out that only modern higher schools management will ensure flexibility of the academic policies and dynamic development, adequate to the market development rates.
