I am glad to greet the highest audience ­ the participants of the Russian and Italian Higher Education Institutes' Rectors Forum! I think that the immediate dialog between the academic corporations of our countries, a cornerstone for the many year history of cooperation between Russia and Italy, is of highest value. It is the joint work of professionals of science and education that strengthens the intellectual potential of our countries and develops the knowledge as the base for solving the complex tasks of modern world. The most important aspect of effectiveness of our connections is a specific corporate spirit of members of university communities of both countries that is characterized by high degree of professional solidarity, initiative, and active civic stand. In Russia these qualities are fully demonstrated by the Russian Rectors' Union that unites more than 800 Higher Education Institutes of the country and plays a significant role in formation of state policy in the area of higher education and science. I am assured that the Italian Universities Rectors' Union as well as other public organizations of the universities also do their part to shape the future image of education in Italy. The world community today is facing serious challenges, including economic and humanitarian problems. Russia and Italy make colossal efforts to overcome the industrial recession and stimulate new technologies, to save the environment, to produce the ways of intercultural conversation and to increase the importance of moral principles in social life. It is quite obvious that the way to the solution of tasks of such complexity is intellectual mobilization, and to make it happen is the mission of the men and women of science and education of our countries.

Firstly, to carry on the highest mission of enlightenment and to preserve the continuity of high cultural standards. Secondly, for development of fundamental knowledge, that shall give new means of solution for the various social and economic problems. Thirdly, to establish a new generation of professionals who on the basis of the unique experience of the previous decades will be able to come up with the new fundamentals for the further development of the civilization. Undoubtedly these work is to be carried out keeping in its image the traits of the centuries-old tradition and national values of Russia and Italy. I shall mention a few points that in my opinion should be treated first when working in the academic area. In order to be competitive in these new conditions and to generate essentially new solutions, our countries must have natural science and engineering specialists of highest expertise. It is a known fact that the Bologna reform has landed a powerful blow to preparation of such personnel. And I know that nowadays Italy as well as Russia lacks expert engineers and competent workers. Energy sector, electronics, geology, aircraft and spacecraft building, medicine await new genius minds to come out of the Universities such as Sergey Korolyov ­ the one to open for Humanity the road to Space, or Guglielmo Marconi, who has introduced the world to the possibilities of the wireless telegraphy. I think that the Russian and Italian Rector's Unions must seriously discuss the ways to better the educational approaches in particular ­ which principles introduced by the Bologna reform are to be kept and which are to be substantially reconsidered. I propose to form a Russian ­ Italian workgroup on the level of which, analyzing the shared experience, will form the essentials of educational doctrine. In this regard, Russian universities have a great potential: such higher education institutes as Moscow State University, Bauman Moscow State Technical University, National Research Nuclear University MEPhI, many other institutes of higher education in regions of Russia, have at their disposal unique and most advanced research base as well as a new generation of talented tutoring scientists. I know that the universities of Italy have equally substantial resources ­ I speak of such universities as Polytechnic University of Turin, Politecnico di Milano, University of Trento, University of Udine and others. The clash of cultures and religions is yet another problem that nowadays threatens to cause a global break-up of Humankind. I have previously said that the enlightenment is the only way to solve these problems. I shall only note that it is where the humanities in their new role are especially important. To heighten the intellectual level of the society, to evoke reflection in men and women is the first step that we must take in the first place when addressing to our audience ­ the students. The academic community of Russia and Italy has everything what it takes to establish a working cooperation in this area, since our countries have a unique tradition in the areas of culture and enlightenment, and out communication on these matters never ceased even in the darkest of times. I think it is critical that our students and young researchers have access to archive sources and historical artifacts of our countries. It would allow them to touch the genuine

monuments of culture and knowledge of Russia and release the Humanities from the negative signs of post-modernism, when "the cover is more important than the content", when the true knowledge is often substituted for by meta- and even pseudo-knowledge. Perhaps we should establish a joint project to provide access to university archives and libraries to facilitate writing of scientific papers in the Humanities. The library of the Moscow State University has a department of valuable books, containing some of the unique monuments of science and culture. I also propose to establish a Russian-Italian inter-university journal for the Humanities that will publish the best papers written by the students and young tutors of the Humanities. My dearest colleagues, I have but touched upon some of the aspects of our cooperation. The program of the forthcoming Forum is abundant and I am convinced that as our work shall bear fruit of promising suggestions as to the full specter of the academic dialogue of our countries. I wish success to the Russian and Italian Higher Education Institutes' Rectors Forum!
