Agreement on partnership of the Russian Rectors' Union and the Conference of Rectors of Brazilian Universities

Developing the ideas of partnership of academic organizations of Russia and IberoAmerican States, which were fixed in the course of the First Forum of rectors of universities of Russia, Spain and Latin America, held on March 2, 2009 in Madrid, and the Second Forum of rectors of universities of Russia and Ibero-American space, taken place on March 28-29, 2011 in Moscow, the Russian Rectors' Union and the Conference of Rectors of Brazilian Universities initiate creation of mutual systematic connection in the sphere of science, education, technologies and culture. Parties base on the understanding that scientific and educational processes are the main element of strengthening of intellectual potential of Russia and Brazil. It is especially relevant at the actual stage of development of two countries, which is characterized by common tasks of innovative growth and strengthening of role on the international arena. Cooperation of the Russian Rectors' Union and the Conference of Rectors of Brazilian Universities contains a big potential of successful realization as it is based on conjoint initiative of institutions of civil society, historical experience of mutual partnership, power of national human resources, and also on the community of humanitarian and cultural values. New joint academic projects will become the instrument of the further mutual knowledge enrichment and the effective instrument for development of high-technology spheres of economy and social spheres of Russia and Brazil. Parties point out as the key areas of strategic partnership joint work in the sphere of education, scientific researches, transformation of knowledge into new technologies, mutual popularization of culture.


Basing on the above, the Russian Rectors' Union and the Conference of Rectors of Brazilian Universities define as the content of the strategic partnership the following projects: 1. In the sphere of education:

- arrangement of academic exchanges and trainings for students, including the unique interdisciplinary courses, aimed at training of highly skilled personnel for high technology sectors of economy and society; - arrangement of collaborative educational programs, implemented by means of professor exchange, and also by means of modern information technologies and instruments of communication; - development of double diploma programs and process of mutual acceptance of diplomas; - expert work in the sphere of projecting of global processes of education; improvement of quality of education and rating of the Higher Educational Institutions; promotion of educational systems and universities of two countries on the international arena; 2. In the sphere of scientific researches:

- formation of the program of joint scientific researches in interdisciplinary spheres basing on scientific manpower and research base of universities of Russia and Brazil; - arrangement of regular Russian and Brazil conference on issues of cosmic, nuclear and medical researches, and also researches in the sphere of nanotechnologies, biotechnologies, new energetics and human research (with cross implementation in Russia and Brazil preferably once every two years); - mutual publication of the best scientific works of scientists of two countries in national scientific magazines. 3. In the sphere of transformation of knowledge into new technologies:

- exchange with successful experience of commercialization of knowledge and transformation of scientific discoveries into manufacturing technologies; - cooperation in the sphere of international patenting of research and technology results.

In the sphere of mutual popularization of culture:

- creation of the system of regular exchange of information on life of universities and society of Russia and Brazil on the whole ­ for posting on Internet resources of the Higher Educational Institutions; - development of programs of studying of the Russian and the Portuguese languages in the Higher Educational Institutions of Russia and Brazil; - implementation of projects on forming on the base of traditional university culture of humanistic directions, and also of interconfessional and interethnic tolerance. Parties point out sincere urge towards cooperation and express hope for effectiveness of joint work.
