Speech of the Chairman of the Council of Rectors of institutions of higher education of the Far East Federal District, Khabarovsk Territory and Jewish Autonomous Region, Rector of Pacific National University S.N. Ivanchenko at the International Forum of Rectors of Universities of Far East and Siberia of the Russian Federation and Northeast Regions of the People's Republic of China

Dear colleagues, representatives of institutions of higher education of the Russian Federation and the People's Republic of China! I welcome you and congratulate heartily on opening of the Jubilee, Tenth International Forum of Rectors of Universities of Far East and Siberia of Russia and Northeast Regions of the People's Republic of China. As you know the first meeting between the institutions of higher education of two countries, which took place in June 1993, was in the format of the meeting of rectors of higher educational institutions of Khabarovsk Territory and Heilongjiang province. On the one part, it marked entry of our contacts in the educational and scientific sphere to a qualitatively new level: before each Russian and Chinese university and institute built their international ties by themselves. However, on the other part, participants of the first meeting at the moment could hardly suppose that our Forums will turn into so large-scale and significant events in the life of huge regions of Russia and China, and that many dozens of the leading institutions of higher education of two countries will become their regular partners in the future. Besides, at present relevant ministries of Russia and China, chiefs of the regional authorities, supervising the spheres of education, science and culture, as well as wide circles of the pedagogical community are the participants of the Forums, along with the representatives of institutions of higher education. Beginning from 1993, our Forums are held on a regular basis, in turn on the territory of Russia and China, on the basis of the largest universities. This year we hold the Tenth, jubilee and the most representative Forum in Jilin Province of the People's Republic of China. And, taking the opportunity, I would like to say the words of sincere appreciation and special gratitude for its high-quality preparation and excellent conditions, established for holding of this meeting and accommodation of the guests, to the Education Department of the province, management of Changchun University and personally to its rector ­ Mr. Pang Fuling. For the past 19 years our cooperation has become regular and full-scale from the episodic one. It came up to a high level and was marked by successful implementation of the most of joint projects both in the interests of the community of institutions of higher education, and two neighbor-countries in general.


This includes holding of the International Russian-Chinese Symposium "Modern materials and technologies of processing" jointly with Harbin University of Technology. This symposium takes place annually for two decades, in turn in Russia and China. At present the scientists of Pacific National University with their colleagues from Jiamusi University implement the joint project «Improvement of the mechanical properties of aluminum alloys by thermal speed and thermal time processing of the melts». Speaking of this area of cooperation, one should specially mention about establishment of the Association of Technical Universities of Russia and China in March 2011, which included 15 leading universities from both countries. Pacific National University jointly with a number of the largest Chinese institutions of higher education is the working ground of the Inter-University Seminar on Asian Megacities (IUSAM), which takes place in turn of one of the institutions of higher education-participants. In September 2012 the 17th seminar took place in Khabarovsk. From 2001 annual Forums «New ideas of the new century» are held in the Pacific National University. They are organized by the Faculty of Architecture and Design. The most active participants of the Forums include professors, post-graduates and students of the architectural and building fields from the leading universities of the Asia-Pacific region, and first of all from Russia and China. Hereby the work in this area is not limited to holding of scientific studios and discussions, international contest of the graduate qualification works, as well as issue of the books. Professors from Pacific National University and their teams, also including the students, are the authors of many unique architectural and city planning projects, implemented successful in the largest cities Northeast China: in Harbin, Dalian, Lushun. Pacific National University is an active participant of the educational cooperation with Chinese institutions of higher education. At present Pacific National University cooperates actively with 35 institutions of higher education of the People's Republic of China within the agreements signed, including under the contracts of joint education of the students under the educational programs ­ with six institutions of higher education. In total over 2,500 students from China studied here. We told about many other implemented projects and those that are being implemented now in detail in each of the past Forums, and it will take a lot of time just to list them. That is why it is told in more detail of the most important facets and prospects of bilateral cooperation in the scientific, educational, innovations, production, cultural and information spheres in the book ­ photo album «Universities of Russia and China ­ Together in the New Millennium». Its issue is timed by Pacific National University to the Jubilee, Tenth Forum. We brought the book with us, we are glad to present it to all participants and inform that the second, enlarged edition, which will also include the

materials of the today's Forum, will be prepared by the end of 2012. That is why we invite the institutions of higher education of Russia and China, represented here, to take part in its release. A new impulse for development of our cooperation, its bringing to the more dynamic paths was given in 2012 at the highest state level, in the course of the visit of the President of Russia Vladimir Putin to China, his meetings and fruitful negotiations with the Chairman of the People's Republic of China Mr. Hu Jintao, other leaders of the neighbor country. President of Russia pointed out in particular that the Russian party realizes the overall responsibility for further building of the Russian-Chinese strategic partnership for a long-term prospect and intends «to actively promote major joint projects in the civil aircraft engineering, space technology, in other high-technology areas. As well as ­ in the area of technological parks, industrial clusters, special economic zones­ both in Russia, and in China». He expressed confidence that today «one should spea k about the real technological alliance of two countries. Of building of production, innovational, chains, which would connect our enterprises, scientific, design, engineering centers». Chairman the People's Republic of China Mr. Hu Jintao also noted importance of the progressive advance of cooperation of two countries and the need to draw our relations of the comprehensive strategic partnership and interaction to the new heights. All this sets new strategic guidelines to the institutions of higher education of Russia and China. As it seems to us, the offer of universities of the two countries to establish the Association of Institutions of Higher Education of Far East and Siberia of Russia and Northeast Regions of the People's Republic of China should promote achievement of these and other important tasks. This will be a logical continuation of our joint work, which has been conducted for more than twenty years. This will unite institutions of higher education of Far Eastern and Siberian Federal District of the Russian Federation and Northeast Provinces of the People's Republic of China on a voluntary basis. The association should be established in the interests of universities of the two countries. Its main tasks are seen in: - promotion to development of the uniform educational space, establishment of the common level of requirements to the content of the higher education in Russia and China, mutual recognition and assurance of equivalency of diplomas of institutions of higher education-members of the Association; - organization of international cooperation of institutions of higher education - members of the Association in the field of education and methodical, and scientific and research activity;

- facilitation of deep integration of science, education and production with training of highly-qualified specialists and holding of joint scientific research; - organization and holding of international scientific conferences, seminars, research works; - assistance to the institutions of higher education-members of the Association in monitoring of accredited academic programs; - attraction of financial organizations, academies development of the system teaching staff, development and material resources of the state authorities, public of sciences, state enterprises and private companies for of training of specialists with higher education, scientific and of fundamental and applied scientific research;

- expansion of the practice of academic mobility of all participants of the educational and scientific process ­ teachers, post-graduates, students; - organization of joint scientific and education subdivisions for training under the agreed academic curricula and programs in the most topical areas of science and engineering, including re-training of specialists, holding of joint scientific research; - organization of advanced training of persons, responsible for education and methodical scientific and international activity in the institutions of higher education ­ members of the Association; - organization and holding of scientific, sports and creative contests with participation of the students and employees of institutions of higher education ­ members of the Association. All institutions of higher education, that will enter the Association, will get new wide opportunities for participation in the international cooperation, and, first of all, for representation and protection of their interests in the state and public organizations of two partner-countries, for settlement of the issues of joint activity with foreign universities and international organizations. Opportunities in use of information resources, scientific and education materials, cultural and creative resources, which the institutions of higher education ­ members of the Association have already got, will grow considerably. Dear colleagues! You and we represent the institutions of higher education of not just two great powers, but the dynamically developing Asia-Pacific region. And it is no wonder that the Tenth Forum of institutions of higher education seems to continue the case in the scientific and educational, intellectual sphere, which was started several weeks ago in APEC-2012 Forum, that took place in September in Vladivostok (Russian Federation).

That is why let me express confidence that our cooperation, that has already achieved the level of strategic partnership, will get a new impulse for progressive advance here in Changchun and, being embodied into the new organizational forms of the Association of institutions of higher education, will be developed successfully in the interests of the university community of our countries, in the interests of the peoples of the Russian Federation and the People's Republic of China. Universities of Russia and China ­ together in the new millennium!
