Chen Zhili at the leading higher school institutions of Russia and China
forum
"The role of international cooperation in the Higher Education Quality
Increase"

Dear Professor Sadovnichiy, dear rectors, ladies and gentlemen, good
morning!

At the last ceremony, I have been honored greatly by conferring the
degree of honorary professor of the Moscow State Lomonosov University. I
consider this not only as a personal honor, but also as an honor to our
cooperation.

Using the occasion, I would like to express my high respect and
sincere gratitude to my old friend professor Sadovnichiy and to academic
council of the University. I will do my best to be effective in development
of friendship and cooperation between our countries, in advocating peace.

The Sino-Russian partnership is developing constantly. National
preparation and conducting of Year of Russia in China and Year of China in
Russia in the current year is the milestone for this process. The opening
of rectors' forum is one of many events of Year of China. It is another
possibility to promote better understanding between our countries, another
bridge of friendship has been erected between our peoples. I hope that the
rectors' forum will enrich the Year of China in Russia, make it more
festive and fruitful.

Starting from the last third of the 20th century, science and
technology are developing swiftly. Intellect-based economy has entered our
life; high-tech and industry are progressing rapidly. The features of this
process are information technologies, biosciences, study of materials, and
rapid application of advanced science and technology achievements to
production. Scientific and technological innovations have become the
driving force in society's development. They have become a core of
intellect-based economy and have caused drastic changes in economic and
social life of humanity. Innovations more and more form the basis for
maintaining country's advantages in the world competition. To keep step
with time and accept challenge of intellect-based economy's epoch, China's
government in the 90ties adopted the Strategic Program of country's
revival, based on science and technology development. At the very beginning
of the 21st century, the Chinese government started to carry out this
strategy in order to make the country strong and powerful.

The international competition becomes more and more acute as
globalization of economics accelerating, science and technology are
progressing, international division of labor and technologies' transfers
become deeper. Chinese leadership, being guided by the strategic concept of
science development, put forward the task of structuring of innovative-type
power in order to realize comprehensive development of society. This task
means the strengthening of independent innovative abilities - the
indispensable condition for development of science and technology, which
are, in turn, the driving forces for a leap forward. This strategic aim is
the central link to regulate economic structure, to change the way our
economy grows. It stimulates the creation of society concerned over natural
resources and the construction of citizen-friendly social sphere. This aim


gives impetus to steady growth of national economy, to strengthening of
independent innovative abilities, to training of high-level specialists and
it inspires nation to be more innovative. Later this strategic aim will
form the harmonious system of mechanisms of further development of
independent innovations. Higher education institutions unite scientific and
technological advance and training of talents. Simultaneously, they bear
the huge historical responsibility for construction of innovative-type
power.

At the end of 20th century and at the beginning of the current one,
the higher education in China made the historical leap forward and gave to
modern China a huge number of talents, creating a sound human resources
base. There were more than 2300 institutes and universities and more than
18 million students in China by the end of 2006. These figures are the
highest in the world. The most important task, posed in front of
institutes, is the training of innovative-type specialists. These talents
are makers of new knowledge, inventors of the newest technologies, pioneers
of new areas of science and technology and their development. They are the
most valuable strategic resource of the nation.

An institute must create a system to train innovative-type talents
and be a cradle for high-level specialists. An institute must enhance its
innovative ability and be a driving force for innovative activity. An
institute must be a driving and advocating force in developing of advanced
industry and advanced culture. In this new situation, institute's
innovative activity takes on new meaning. Training of many innovative
talents, scientific discoveries, obtaining of new knowledge and propagation
of attainments to serve society - all this is necessary to construct the
innovative-type power. Besides, this it is necessary for institute itself
for its own development. The


spirit of institute, the base for its competitiveness lays in its
innovative development.

In training of specialists, the bigger importance must be given to
students' perception of importance of innovations. As far as scientific-
research activity is concerned, it is important to construct a
technological platform and create a team for innovations.

In social sphere, the bigger importance must be given to
participation in creating of State and regional innovative systems, various
actions of enterprises for technical innovation.

In managing of institute, an emphasis must be placed on innovation in
educational and scientific-research activities.

In culture development within institute's campus, the principle "Let
hundred flowers blossom . hundred schools" must be encouraged, innovations
and initiatives must be supported, and failures must be indulged.

The following measures have been taken to stimulate the creation of
high-level innovation-type institutes.
- We concentrate efforts to create high-level institutes. We
permanently stimulate it. We have already fulfilled programs 200-11 and
980. Concentrating our efforts, we support Xinhua and Peking Universities
and several scientific schools in these universities to help them to reach
the advanced world level or get closer to it.
- We advance the creation of innovative-type institutes by combining


educational, research and industrial processes. More than a half of
significant scientific projects and advanced technical achievements are
realized by universities. University researchers have won more than a half
of scientific prizes. Cooperation of universities with scientific-research
institutes and enterprises gives advantages in forming the harmonious
mechanism of perfect level.

- We attract and concentrate high-class specialists and strengthen
teaching staff. We support specialists of the highest level and we try to
combine efforts of outstanding world-level scientists and leading
specialists. We develop mechanisms of attraction in native science from
abroad of many highly qualified Chinese specialists. With their help and
help of leading specialists, professors and scientists, we create the
innovative teams.

- We reform the method of talent training. We implement the heuristic
approach to training more actively, intensify the gaining of practical
skills, encourage the best students to participate in scientific
researches, cultivate the spirit of innovation. We foster students in their
best merits, cultivate lofty ideals, patriotism and civic duty. Students
must be steadfast in search of the truth, adapted to academic democracy and
humble in front of authorities and traditional concepts. They must be
purpose-oriented and realize their innovative ideas. They must be noble-
minded, full of care and consideration, able to friendly cooperation and
keep pace with time.

Russia and China have the common border several thousand kilometers
long. They are big and good neighbors. The higher education institutions of
both countries can and must be good partners, help to our friendly
relations. Half a century ago, tens of thousands of students were
dispatched from China to the former USSR for training. Many professors,
scientists and specialists of declining years still remember times of their
life and study in the former USSR. Dear rector told me that in the fifties
about 500 Chinese students were trained in the Moscow University. We gladly
mark that along with development of friendly ties between China and Russia,
our cooperation in educational sphere is developing successfully, too. Good
interaction between universities of our countries is a firm base for
reciprocal experience. It helps to promote mutual understanding and
development and it is a constituent part of Sino-Russian strategic
partnership and excellent continuation of friendship between our peoples.

These days I participated in many events in the course of "Year of
China in Russia". I felt the friendly relations between peoples of China
and
Russia.

At September 3, vice-PM of Russia Mr. Zhukov and I jointly presided
at a session of Sino-Russian Commission for Humanitarian Cooperation. We
have a consensus on expansion of exchange and cooperation in the field of
the higher education, namely:

- Both sides will create multilevel platform for cooperation and
exchange in the area of the higher education; continue and promote such
events as rectors' forums, educational exhibitions, and art festivals for
students etc.

- Both sides will promote intensively cooperation between the leading
institutes, encourage finding and using specific advantages of these
institutes, support joint post-graduate studies, form joint laboratories
and cooperate in founding of joint high school institutions.


- Both sides will increase the exchange of professors and scientists
between institutes of our countries, offer more possibilities to promising
young professors for raising their qualification. Chinese side will
dispatch more professors to Russia.

- Both sides will stimulate the study of the Chinese language in
Russia and the Russian language in China.

We have decided to conduct a "Year of the Russian Language in China"
in 2009 and a "Year of the Chinese Language in Russia" in 2010.

Today we participated in the opening ceremony of Confucius Institute
in the Moscow University and witnessed this historical moment. Let me
congratulate you on this event. Cooperation between China and Russia has
vast prospects. At this forum, rectors from our countries will discuss
closely their understanding of methods of high-level specialists training
and creating of innovative-type institutes. We believe that expanding of
our cooperation in the higher education field will open new perspectives
for friendly ties between China and Russia.

I wish the forum fruitful work! I wish everlasting friendship to the
peoples of China and Russia!
